TÜBITAK’s main functions are to determine Turkey’s science and technology policies; to support, encourage and coordinate scientific research; to establish and operate special institutes to conduct research and development activities geared to the targets of the five-year economic development plans and the priorities set by the Science Board; to provide scholarships and other support to researchers and organizing contests to discover and train future scientists; to support R&D activities and innovations in industry; to promote university-industry collaborations; to establish techno-parks to facilitate their realization; to implement tasks undertaken through international scientific and technical cooperation agreements; to publish scientific journals, as well as books and monthly popular science magazines that make science accessible to the public; to support scientists and researchers with awards and programs that incent scientific publication.

TUBITAK is the executing agency in deployment of international scientific and technological agreements. Since its recognition in the international platform, TUBITAK has represented Turkey in nearly all international science and technology cooperation activities. Moreover, participation of Turkey into the Sixth Framework Program has substantially increased together with its responsibilities in this field. It is evident that establishment and operation of the National Contact Point system has a great success. NCP system has been established in 2003 during the participation of country in FP6 and expanded over the years rapidly.

TÜBİTAK has just organised FP7 Launch Conference (12-13 February 2007, Ankara) in order to speed up her RTD integration with European Research Area as an Associated Candidate Country. Apart from its R&D Institutions, TÜBİTAK HQ has participated 25 FP6 projects (in total) which are running mainly as CA, SSA and Network type projects. In relation to INCO-NET, the projects named TR-ACCESS, FORSOCIETY, ESSHRA, THINK&ACT, INTEGRATING ACC, SCOPE-EAST are among them.
